The production began as a much more conventional Italian sword-and-sandal project, with Bruno Mattei attached to direct and Claudio Fragasso writing a straightforward reimagining of the 1958 Steve Reeves Hercules. The project was initially tied to The Seven Magnificent Gladiators, with the two films intended to be shot back-to-back. Gladiators was filmed first, but its production became troubled, and the eventual removal of Mattei produced two incompatible accounts. Mattei later claimed that Luigi Cozzi undermined him by disparaging his planned Hercules script and persuading Cannon Films executives that the picture needed a far more effects-heavy, science-fiction approach. Cozzi, by contrast, maintained that Cannon simply disliked the daily footage from Gladiators and dismissed Mattei, later retaining him only for reshoots while giving Cozzi control of Hercules.
