Firepower was originally conceived as a Dirty Harry-style project, and producer Lew Grade reportedly expected Charles Bronson to play the major male role opposite Sophia Loren. The production had already moved much of its advance crew to the Caribbean island of Saint Lucia when Bronson withdrew. Grade was then faced with an expensive problem: substantial money had been committed to locations, personnel, and preparation, but the film had not securely locked in the star on whom the financing and marketing evidently depended. According to director Michael Winner, Grade seriously considered shutting the production down rather than throwing more money after a project that had lost its intended leading man.
